Did you enable SMP while recompiling kernel?  If so, you need to set one
more parameter in lilo.conf as follows:

append="apm=on apm=power-off"

This works for recent 2.2 and 2.4 kernels (according to source.)

Or compile kernel w/o SMP support :-)
