The "files list file" isn't in the .deb; it's in
/var/lib/dpkg/info/tcl8.2.list. That file's probably been corrupted, so
try editing it and adding the final newline.
(Once you have this fixed, you should probably reinstall tcl8.2 to make
sure it ends up in a sane state.)
