I once got similar behavior trying to install Woody, because one of the
several mirrors that load-shares http.us.debian.org was down. Apt would try
to contact the downed mirror, randomly, and of course fail.
Try replacing the above domain name with something specific, e.g. the
Progeny mirror, and see if the downloads complete.
