 Hi Jamie
   there are several options ( to insure I got this right read "info 
dpkg" and "info apt-get") anyway when I transfer a deb to my linux
partition I use "dpkg -iR <path to where deb is located>"
  If you have the deb in the proper folder you can "apt-get install 
<package name>" (don't include version number or deb extension)
