Just a guess.
Did you enable CONFIG_INET_ECN in your kernel?
ie. cat /proc/sys/net/ipv4/tcp_ecn returns a 1?
if so try
echo 0 /proc/sys/net/ipv4/tcp_ecn
and see if that helps.
