Check out http://www.xml.com.  You want to use XML::Simple, which is in
libxml-simple-perl (in woody and sid, anyway).  I would be happy to
volunteer some time to help you get this working.  From the little bit
of perl that you posted, an XML replacement for it should be quite
simple.  From there, of course, you can very easily translate the data
in to HTML or some other form.
