I'm not sure if it's the same in woody, but on potato I'd take a look
at the /etc/nsswitch.conf file. In there make sure that you have a
line like:
hosts: files dns
Sounds like yours is either not using "files" at all or you have "dns"
ahead of files.
As always you'll want to verify that what I wrote above is true for
your particular installation. I'm basing this on what I know about
potato.
