If it's already a transparent proxy, no need to do anything ...
otherwise, you want http_proxy, e.g. 'export
http_proxy=http://proxy.example.com:8000/'.

You can also set this in /etc/apt/apt.conf:

  Acquire::http::Proxy "http://proxy.example.com:8000/";;
