Why do you want to do this?  It's possible, but generally not
recommended, and can lead to security issues.

However, if you must, you can create a new user by copying a user
specification from /etc/passwd, leaving the user ID intact, and changing
the user name.  The user name governs the password and apparent identity
of a user.  The UID governs the actual system perception o fuser
identity.
