bash system startup files

Hi all.. new user here.. I'm looking to set an
alias in bash for all users. I tried to edit
bash.bashrc, and ~/.bashrc but this doesn't work.
of course, when I run a secondary shell it works
fine, but I want to alias to take effect right
when I user logs on.
*sigh*
it's late... i think I need sleep...
