You don't happen to have that many cdrom drives on machines connected to your 
network, do you?  You could export the cdrom drives, and then point apt at 
each of them.

The other thing which may be more appropriate, would be to look at packages 
like apt-zip, which is designed for apt-getting software when the machine 
isn't on a network (but should apply to your situation too).
