isdnutils is now split up; did you install the ipppd package?  If the ipppd
binary is missing, isdnutils doesn't try to start the ippp... interfaces.

If not, you can get an ipppd binary out of an old isdnutils package (CD,
cache, ...) and use that to get started so that you can load the package.
(Speaking from experience, here...)
