because if you split /usr /tmp /var and /home / will only consume
about 30 - 40MB at most, making it larger then 64MB is simply a waste
of space.  

on my most bloated debian box:

[eb@plato eb]$ df -h /
Filesystem            Size  Used Avail Use% Mounted on
/dev/hda1              68M   19M   45M  30% /
[eb@plato eb]$
