It does support these features. 
I do not understand much about it but basically ppp is said to be an 
asynchronous protocol and ippp is a synchronous one. Therefore, ippp is much 
more suitable for digital lines such as ISDN. However, as far as I know you 
need your ISP to support ipppd. Perhaps you should try their support?
You can get more accurate info for this same question from 
/usr/share/doc/isdnutils and /usr/share/doc/kernel-doc/Documentation/isdn.

I am using ippp over an ISDN line here in Israel and it turned out that with 
my ISP there are some phone numbers to dial for which I am getting poor 
results while with other I am getting the expected results.
