Well, here;s my take on the partitioning issue:
/boot 32MB Genereally mounted read-only, nosuid, sometimes
                     exported locally (root-squashed). Kernel images
all live here. and there are secure (gpg stamped)
backups of this partition, ready to be deployed
/ 96MB Allows setuid programs; dumps of /etc
taken. There is a backup of this partition for
                     recovery.
swap -- 128MB
/home 2048GB No suid program allowed here. Not exported in NFS
                     backup dumps taken
/usr 2048GB Mounted read-only. May be exported in NFS
/usr/local 2048MB No suid programs. no mounts. Not exported in NFS
                     different dump policy
/var 500MB no suid. dumps of /var/log and /var/lib/dpkg taken

            These are optional.
/opt 2048 MB No suid. Place to play with non vendor stuff
/var/spool 12 GB No suid This is where my news spool and my mirrors live
