"all had bit 7 set to 0" usually means that pppd has started at your end
before the other end has received everything it needs.  Your pppd starts
sending LCP packets and the other end echos them as it waits for the
missing string.  Since it is still in character mode the packets come back
missing bit eight.

If you have not configured ppp with pppconfig do so (you can then start ppp
with 'pon' and stop it with 'poff').  If you have run pppconfig post copies
of /etc/chatscripts/provider, /etc/ppp/peers/provider, and the output of
the 'plog' command.
