That option is in the version of pppconfig in unstable.

I think you have an old version of the ppp package that sets the
permissions on /etc/chatscripts improperly.  Try 

chmod g+s /etc/chatscripts 

chown root.dip /etc/chatscripts

and 

chown root.dip /etc/chatscripts/*

Or upgrade ppp and pppconfig.

ppp users do not need to be in dialout.
