There are several perl scripts that make cvs play nice with Debian.
cvs-buildpackage might do what you want. You add a stanza to the
changelog for each new release and it handles the rest. Is that
what you were after?
It's a little tricky to set up but life is simple after that. You
can have branches for stable, unstable; easily retrieve previous
versions of a package by date or tag. Very nice.
