mkdir /home/debian
apt-get -d -o dir::cache=/home/debian dist-upgrade
(this will download all the files and put them in /home/debian
 see apt-get -h)
apt-get -o dir::cache=/home/debian dist-upgrade
(this will install them from /home/debian)
