Based on what I saw last night after completing a sequence of :

  apt-get update
  apt-get upgrade

the files /var/lib/dpkg/{available, status} seem to get updated after
dpkg is invoked on .debs. I only use apt-get together with a combination
of dpkg (when necessary).
