uhh, b4 throwing out a possibly perfect modem, try setting using /dev/ttyS2.
msdos serial ports start at com1 whereas linux serial ports start at ttyS0. 
hence com3= ttyS2, not ttyS3. i've never had ne trouble with pci modems so
don't give up hope yet. as long as ur not using something stupid like an 
mwave ur prolly ok ;>
