Potato install problem

I must be doing something wrong.
I downloaded the entire pototo dist
main/binary-i386
main/disks-i386
contrib/binary-i386
non-free/binary-i386

And installed it via install.bat from dos.

When after going through the initial base install to I reboot and
dselect runs. I just choose Workstation install from the list of
predefined groups and them did an [access] [update] and [install]

after installing about 1/2 dozen debs it stops with an error on libc6
and says it conflicts with apt-0.3.0. All the files where download just
2 days ago and seem to be the latest.

Anyone know why this is happening?
