STARTFILE:file://localhost/usr/doc/lynx/lynx_help/lynx_help_main.html
in /etc/lynx.cfg

This is the default locatuion for the lynx help file.

or make this file to point lynx at:

<head>
<title>This is a dummy page</title>
</head>
<body>
Lynx should be displaying this page I hope
</body>

Hmmm...
This suggests a problem with your internet connection:
is your connection up when you try this?
did you configure nameservers for your location?
do other network apps function ok (ftp, telnet)?
