are Debian PERL packages still broken?

Are Debian's PERL packages still broken? I removed a series of packages so
that I could fix postgresql.  I fixed it and when I tried to reinstall one of
the removed packages, I got this:

  libtime-hires-perl liblocale-gettext-perl python-misc libgtk-perl logrotate

0 packages upgraded, 0 newly installed, 0 to remove and 22 not upgraded.
