Install library:

$ dpkg -S libXpm.so.4
xpm4g: /usr/X11R6/lib/libXpm.so.4.11
xpm4g: /usr/X11R6/lib/libXpm.so.4

You don't need to change PATH - simply use debian
netscape/navigator/communicator installer.
