There is no modules.conf.

the modules in /etc/modules are loaded explicitly on boot. The entry
"auto" in this file enables autoloading of modules.

Module parameter are specified in files found a /etc/modutils/*
The command "update-modules" assembles the above mentioned files and
creates /etc/conf.modules.
