Just to be sure: dpkg -l talkd shows the daemon being installed?

kill -SIGHUP `pidof inetd`

doesn't show any error in the inetd messages? The talkd entry ist
still activeted?

Now: you are trying talk joe@localhost, right, not talk from a remote
host to your box? (Just to simplify things and exclude some
possibilities of errors).
