My permissions are:
drwxr-x--- 2 root dip 1024 Apr 13 14:38 /etc/chatscripts/
-rw-r----- 1 root dip 204 Apr 2 06:43 /etc/chatscripts/provider
drwxr-x--- 5 root dip 1024 Apr 13 14:38 /etc/ppp
drwxr-x--- 2 root dip 1024 Apr 13 14:38 /etc/ppp/peers
-rw-r----- 1 root dip 223 Apr 9 15:48 /etc/ppp/peers/provider
I'm not sure why the search permission is needed on /etc/ppp.
