I would add them to special groups.  By default for example the
/dev/fd0 device has rw access by group floppy.  Just add the user to
that group for floppy access.

Look in your /etc/inittab, by default I think it is 'shutdown -t1 -h
now' so it will halt rather than reboot but all you have to do is edit
the file and issue 'telinit q' to reload the /etc/inittab file.
