xdm either runs or it does not, xdm starts the Xserver.  What you can do is
make on on the /etc/rc?.d directories NOT contain a link to xdm.  Then change
the default runlevel in /etc/inittab to match the rc?.d you edited.  When you
want xdm to start, either

a) use telinit to change to another runlevel

b) edit inittab and reboot

Hope that was clear enough, if not say so and it can be explained in more
detail.
