I don't think that fact was ever in question.  The problem is that
libc6_2.0.7v-1 is does not actually exist on the ftp site anywhere.
According to the search engine on debian.org it should be, and the path is
given, but the file doesn't really exist.  From what I've been able to
gather, the maintainer does know about all this, and it will be fixed at
some point.
