Why Netscape is so slow?

I've a Pentium 120
16MB Ram (I know it's not a lot)
32MB Swap in Linux

I installed Netscape 4.x on Linux but it is twice slower to load
than Netscape 4.x for Win95 and slower when browsing on the net.

Shouldn't it run faster on Linux than Win95?
Is there a way I can improve its performance? (without buying
new hardware)
