i don´t think that´s a bug -- it´s just a matter of accuracy of the timer
and/or of the measuring-loop - and last not least the accuracy of the
clockchip and/or the quartz (if there´s any in you comp)
my experience: once i´ve measured my old 486 with norton util´s, that said
my 66Mhz comp works with 64Mhz, one minute later with 67Mhz, another minute
later 63Mhz (there were some heat-problems *g*)
-- so you can say if the deviation is only less than one or two percent your
cpu works with the right frequency
