I think you want the xserver-svga package then. See what I get
if I do the following command:
$ dpkg --status xserver-svga
Package: xserver-svga
Status: install ok installed
Priority: optional
Section: x11
Installed-Size: 2882
Maintainer: Branden Robinson <branden@debian.org>
Source: xfree86
Version: 3.3.2.3-2
Replaces: xbase (<= 3.3.2-4)
Provides: xserver
Depends: makedev (>= 1.6-8), libc6, zlib1g
Description: X server for SVGA graphics cards
This package provides an X server suitable for use with many SVGA video
cards; video chipsets supported include models from Alliance, ATI,
Avance Logic, Chips & Technologies, Compaq, Genoa, Matrox, MX, NVidia,
Oak, RealTek, S3, SiS, Tseng, Video7, and Western Digital. At least
256-color (8 bpp) unaccelerated operation is provided; in some cases
greater color depths and hardware acceleration are supported.
So it seems the xserver-svga package supports ATI.

When you test a particular configuration, and then you use
Ctr-Alt-Backspace to get out (not Ctr-Alt-Del!!!), I think you should
see a whole load of text on the screen which tells you what has been
happening with the xserver. (If you aren't getting this, try
Ctr-Alt-F1 while you are in X mode -- and then do Alt-F7 to get back
again.) There should be some useful information there which you can
tell us.
By the way, I should say that I'm not an expert on this stuff. I've
been able to configure X on a few different systems, but there's still
much I don't know. So hopefully a few other people on the list who
know a bit more will reply as well.
Cheers,
Mark.
