That "somewhere" is RfC 1918 and it refers to 192.168.*.*.

These addresses are never to be routed anywhere.

You only can use RfC1918 addresses with machines that are on the same
physical network since these addresses won't pass any properly
configured router. So accessing your machine at home that has an
RfC1918 address from work will most probably not work.
