I am using a program called safedelete that you alias to rm.  It is not
a Debian package but is found on Sunsite.  It saves the files in a
directory in your home directory for a configurable amount of days.

There is a Debian developer that is working a new program that does what
you want.  I think it will use the unlink libraries to be transparent to
the user and save the file in a 'wastebasket' type of folder. I don't
think this is much more than thought right now though.
