Apache and CGI

Is there a CGI/apache/guru out there that can tell me why my CGI doesent
work on my apache. I have tried just about every configuration that I can
think of to get it to work. in a nutshell I can get CGI to work at a prompt
but when I put it in My HTML, nothing happens. it acts as though its not
there. I thought maybe permissions on the directorys, then I thought apache
user ID, tried everything from nobody to root and still no CGI. Its getting
kinda frustrating.
can anyone help?
