This is the "mouse with wheel" -- the wheel is that round little
gray middle button

Seems like a conflict with gpm. Try setting gpm first (edit
/etc/gpm.conf); test with it; kill gpm (use "/etc/init.d/gpm stop"); set
up X; test with X. If everything is OK, you can now read the
FAQ-O-Matic at http://www.debian.org./. There's a tutorial there about
making gpm and X work together.
Are you shure you connected the mouse to the correct port anyway?
Ideally the PS/2 port...
