It is because of security reasons, sending your root password through a
network is not really safe... The solution is in the package ssh, which
provides a strong encryption. It's a non-US package, so exporting it from
the US is illegal, etc. If you're not in the US, download it from
somewhere else. Read the notices that come with the package, e.g. in
France it's not allowed to use w/o a special permit, etc.
