On my 1.3.1 (not r6) I had to change -rw------- of /etc/etc/ppp.chatscript and 
/etc/ppp.options_out to -rw-r----- to acheive it.
Note that my ISP password can be read from /etc/etc/ppp.chatscript.
I don't know the exact security implications (apart from that the password is 
known to anyone in the dip group) or a more clever way for doing it.
