Proxy Server

I am doing work for a small township that has 5 people working there that would 
like internet access and email. Is there a way to give them access with only 
one modem connection with Linux? I know Wingate will do this, but is there some 
sort of proxy arrangement that will do the same thing on Linux? I am sure 
someone has done this before.
