If you want to let somebody else make the cd, then why don't you also let
him/her make the iso9660 image? I don't know about the debian-cd package,
but I figure it is configurable in such a way that it includes the
non-free section.

Try this:
Send an e-mail to debian-user-request@lists.debian.org and put the word
"subscribe" (and nothing more) in the body of the message. The subject is
not important. If you keep having trouble, send an e-mail to
templin@bucknell.edu (this is a real person who can help you).
