What options are you using to start E? I have enlightenment -theme
dreamworks. In the /usr/local/enlightenment/themes I have a tar file called
dreamworks. To customize the theme create a file called menus and place it
in ~/.enlightenment. In this file should be the configuration for your
menus. you can do the same with another file. Here is an example of what is
in my ~/.enlightenment directory:

-rw-r--r-- 1 clowe stude 278 Sep 29 20:07 buttons
-rw-r--r-- 1 clowe stude 720 Jul 29 23:58 control
-rw-r--r-- 1 clowe stude 226 Sep 29 20:08 cursors
-rw-r--r-- 1 clowe stude 579 Sep 10 19:08 exec
-rw-r--r-- 1 clowe stude 26739 Oct 27 18:21 menus
Enlightenment will untar the file into a directory in /tmp. This is deleted
when you logout.
