/var/tmp was created after /usr/tmp, to let /usr be read only.
In fact /usr/tmp is now a symlink to ../var/tmp
/tmp is to be considered less persistent than /var/tmp : ideally it
should be in a ramdisk or directly in the swap.
To use a small partition for / , I've deleted /tmp and put a symlink to
/var/tmp to let / be on a small partition.
This would also solve your problem.
