multiple inetds

Are users able to run their own inetds, in general, on Unix?
On this system, I have just a user account, and am currently
running some Internet services for some group projects. I would
like to run these out of inetd instead of standalone, but when
I made my own configuration file and run inetd, it runs ok
but doesn't do anything. eg I made my own inetd.conf with
an entry

28123 stream tcp nowait hamish /usr/sbin/in.telnetd

and ran inetd, but connections are always refused. This happens
on both Debian hamm and Solaris 5.5.1. Any suggestions?
xinetd?

thanks,
Hamish
