I think what he meant is "who" shows additional users that don't show up
under "w". I think this is probably because the additional users have
connected from a serial port and fired up pppd or slip. Having them not
show up in "w" is probably a "feature".

whatever it is doing, it is doing it badly. It takes too long. But to be
fair, it may not be "who"s fault, it could be in the resolver stuff
somewhere.

It needs fixing.
