The way I read it fetchmail is working fine as is your IPS's POP3
daemon. The problem is with SMTP at your end.
Do you have an entry in /etc/inetd.conf like:-
smtp stream tcp nowait root /usr/sbin/tcpd /usr/sbin/in.smtpd
What happens when you telnet to localhost 25?
Check that localhost resolves to 127.0.0.1.
