It's in the registry. You have to add a KEY/VALUE pair:
Add to registery:
\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Rdr\Parameters
Now add to `Parameters': the following value:
EnablePlainTextPassword, with as type "DWORD", with value 1.
