I haven't used pine in a long while, but I think I fixed it by adding this
to my .pinerc:

# List of SMTP servers for sending mail. If blank: Unix Pine uses sendmail.
smtp-server=kite.ml.org

Then it connected to my local mail server and sent the mail that way.
