high ascii in the manpages
More puzzling than anything else, but I've noticed some of the manpages
for some reason display a upside-down exclamation mark (!) instead of
a hyphen.
The puzzle is that this happens only on SOME of the VC's.
Same with high-ascii box characters. In some VC they display as box
characters, in others a double-dotted A character instead..
Wot strange behavior, no?

Cat this at the different VC's. On tty1, tty2, tty3 I get box characters.
The other tty's appear as if a bit is dropped.
On tty1, tty2, tty3 I get the distorted manpages.
Strange indeed. Is this by design?
